BILL NUMBER: S99
SPONSOR: KRUEGER
TITLE OF BILL:
An act to amend the executive law, in relation to the creation of a
public database of projects funded in the state budget
PURPOSE OR GENERAL IDEA OF BILL:
To increase accountability and transparency in the distribution of New
York State budget funds by providing a searchable database of the
distribution of state funds, updated annually with the passage of each
new budget.
SUMMARY OF PROVISIONS:
Adds a new section to executive law, section 184, that requires the
state division on budget to maintain a public database of all projects
funded in the state budget, including the last name of legislators who
submitted the funding request of such projects. The data base will be
published online on the division of budget website, and shall be updated
annually.
JUSTIFICATION:
Taxpayers in New York State demand accountability and transparency in
relation to the distribution of state funds, and they have a right to
know where their money is going. Creating a searchable database of fund-
ing requests and projects, including the listing of budget of any funds
allocated to private organizations which are not otherwise required to
disclose their funding sources, is a critical step to ensure that the
public has access to necessary information.
