TITLE OF BILL:
An act to amend the military law, in relation to authorizing the carry-
ing of firearms by military personnel at recruiting centers
 
PURPOSE OR GENERAL IDEA OF BILL:
To ensure our military recruitment centers are protected.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends the military law concerning the carrying of firearms at
recruiting centers by adding a new section 53.
Section 2 is the effective date.
 
JUSTIFICATION:
There have been numerous attacks on military recruitment centers in
recent years. In 2015, four Marines were killed and one Sailor was seri-
ously wounded in an attack in Chattanooga, Tennessee. In 2010 a former
Marine reservist pleaded guilty to shooting at the Pentagon and other
military-related buildings, including recruiting centers in Northern
Virginia, and to trying to desecrate graves at Arlington National Ceme-
tery. In 2009 an American citizen was charged with killing Pvt. William
Long and wounding Pvt. Quinton Ezeagwula at a military recruiting center
in Little Rock, Arkansas. In 2008 a bomb exploded in front of a Times
Square recruiting center.
This bill will afford members of the New York army national guard, the
New York air national guard, the New York naval militia and the New York
guard, who may be assigned to a recruiting office, the ability to
further protect persons who visit such offices.
