TITLE OF BILL:
An act to amend the education law, in relation to requiring the develop-
ment of a bleeding control kit program and the installation of bleeding
control kits in schools
PURPOSE:.
This bill relates to requiring the development of a bleeding control kit
program and the installation of bleeding control kits in schools
SUMMARY OF PROVISIONS:
Section 1 of the bill amends the education law by adding a new subdivi-
sion 63 requiring the commissioner of education in collaboration with
the commissioner of health to establish a bleeding control program that
ensures bleeding control kits are stored in easily accessible areas of
the school, includes the use of bleeding control kits in the emergency
protocol of the school, and requires training, which may be conducted in
an online course format, of all district or school personnel who may be
reasonably expected to use a bleeding Control kit in the event of an
injury to another person. This section of the bill also requires
certain items to be in the bleeding control kit and requires an annual
inspection of the kit and restocking of the kit to ensure that the kit
contains all required materials and equipment, and this section of the
bill indemnifies the schools district from civil liability for good
faith use of the bleeding control kit by an employee of such school
district.
Section 2 of the bill provides the effective date.
JUSTIFICATION:
In the wake of multiple school shootings over the past several years,
this bill aims to save lives by requiring the installation of easily
accessible bleeding control kits in New York State schools. The materi-
als required in such kits, when administrated properly, could help
control bleeding from a gunshot wound long enough for the victim to
receive full medical attention. To ensure the effectiveness of this
requirement, the bill also requires training of school personnel, who
may be reasonably expected to use a bleeding control kit in the event of
an injury-to another person, as well an annual inspection of the kits to
ensure that the kits are stocked and prepared in the case of an emergen-
cy.
