TITLE OF BILL:
An act to amend the vehicle and traffic law and the state finance law,
in relation to establishing the reckless driving prevention grant
program
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to establish the reckless driving prevent_
grant program,
 
SUMMARY OF PROVISIONS:
Section 1 creates the reckless driving prevention grant program and
defines eligible entity. Part two directs the grants to be used f or
enforcement, investigation, prevention and prosecutorial activities with
the objective of reducing reckless driving. Part three es tablishes an
application process for the grants and section four establishes guide-
lines for granting the awards.
Section 2 adds new section 99-ss to create the reckless driving
prevention fund between the state comptroller and the commissioner of
tax and finance. Part two funds the grant program through fines
collected from violations of section eleven hundred and seventy-Ofour of
the vehicle and traffic law. Part three states that the monies of the
fund, following appropriation by the legislature, shall be made avail-
able as grants to prevent reckless driving. Section four states that the
monies shall be paid put on the audit and warrant of the comptroller and
that the money shall be retained in the fund and not returned to the
general fund.
Section 3 establishes the effective date.
 
JUSTIFICATION:
This legislation creates a Reckless Driving Prevention Grant program in
response to the recent increase in reckless driving and fatal acci-
dents., The grants will be used for enforcement, investigation,
prevention and prosecutorial activities with the goal of reducing reck-
less driving.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day.
