TITLE OF BILL:
An act to amend the executive law, in relation to defining the term
"mass shooting" for purposes of emergency response measures and access
to emergency funding

SUMMARY OF PROVISIONS:
Section 1 amends subdivision 11 of section 835 of the executive law, as
amended by chapter 69 of the laws of 2024 defines the term, " mass
shooting" to include "injured" as a qualifying factor.
Section 2 amends subparagraph (vi) of paragraph (b) of subdivision 2 of
section 631-a of the executive law as added by chapter 69 of the laws of
2024 which indicates the qualifying factor of four or more injured
persons in a shooting incident to receive awards to victims.
Section 3 provides for the effective date.
JUSTIFICATION:
The purpose of this legislation is to align the definition of "mass
shooting" with the federal definition for federal funding purposes.
