TITLE OF BILL:
An act to amend the education law, in relation to tuition benefit incen-
tives for members of the New York state organized militia
PURPOSE:
This bill extends the recruitment incentive program to active military
members for the attainment of a master's degree as well as a baccalau-
reate degree.
SUMMARY OF PROVISIONS:
Section 1. This act shall be known as the "Technical Sergeant Joseph G.
Lemm tuition benefit act".
Section 2. Subdivisions 5 and 7 of section 669-b of the education law,
as added by chapter 268 of the laws of 1996 are amended to extend the
recruitment incentive program to active military members for the attain-
ment of a master's degree and for such tuition benefits to end after the
recipients attainment of a post-secondary degree or diploma, or cessa-
tion of status as an active member, whichever occurs first.
Section 3. Provides for the effective date.
JUSTIFICATION:
Expanding the recruitment incentive program to include tuition assist-
ance for active military personnel seeking to pursue their master's
degree is a strategic investment in both national security and individ-
ual career advancement. By facilitating higher education opportunities
for service members, we not only enhance their professional skills and
knowledge but also foster a more capable and adaptable military force. A
master's degree equips military personnel with specialized expertise and
leadership capabilities crucial for addressing complex challenges in
today's rapidly evolving global landscape. Moreover, offering tuition
assistance demonstrates a commitment to the personal development and
well-being of those who selflessly serve their country, ultimately
bolstering morale and retention rates within the armed forces. This

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that the
amendments to subdivisions 5 and 7 of section 669-b of the education law
made by section two of this act shall not affect the repeal of such
section and shall be deemed repealed therewith.
