the Village of Freeport or the County of Nassau and establishes rules

JUSTIFICATION:
This legislation transfers ownership of Guy Lombardo Marina from the
Town of Hempstead to the Village of Freeport. The Village of Freeport
has entered into a license agreement with the Town of Hempstead to oper-
ate the Town Marina on Guy Lombardo Avenue in Freeport. While the
license is 99 years in duration, the Town included a provision that
would allow the Marina's ownership to be transferred to the Village.
The transfer will enable the consolidation of services, improve effi-
ciency, and create new recreational opportunities for Town and Village
residents. The Town and Village believe this transfer is in the best
interest of the taxpayers of their respective municipalities. The
Village intends to improve and rehabilitate the marina, thereby offering
additional recreational opportunities for Town and Village residents.
