TITLE OF BILL:
An act to amend chapter 329 of the laws of 2020 amending the social
services law relating to reporting data on child welfare preventive
services, in relation to the effectiveness thereof
PURPOSE OR GENERAL IDEA OF BILL:
This bill would extend the data collection and reporting requirements of
the Office of Children and Family services regarding child welfare
preventive services.
SUMMARY OF PROVISIONS:
Section one of the bill extends, for an additional three years, report-
ing requirements of the Office of Children and Family Services regarding
child welfare preventive services.
Section two establishes the effective date.
JUSTIFICATION:
Chapter 329 of 2020 required the Office of Children and Family Services
to collect and report to the legislature, valuable data on child welfare
preventive services including the total number of families receiving
services; types of services and their utilization rates; as well as the
number of preventive services cases that were closed in the preceding
calendar year.
Preventive services remain essential in reducing the total number of
children who enter the foster care system each year. Types of preventive
services include but are not limited to, housing assistance, child care,
clinical services, home visiting, transportation, and job training and
education opportunities. Given the important role preventive services
play in keeping families together, continued access to such data is
necessary to assess the utilization and effectiveness of child welfare
preventive services throughout the state.

EFFECTIVE DATE:
This act shall take effect immediately.
