TITLE OF BILL:
An act to amend the penal law and the executive law, in relation to the
safe storage of firearms and child access prevention
 
PURPOSE:
To require licensing officers to provide additional information about
safe storage laws, including child access prevention when issuing
licenses. Additionally, the bill requires DCJS to conduct a public
awareness campaign about safe storage and child access prevention.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1: amends the penal law to require licensing officers to provide
information about child access prevention, firearm violence prevention,
and information on county and local specific laws when issuing licenses.
Section 2: renumbers sections of the penal law.
Section 3: directs the commissioner of the Division of Criminal Justice
Services to conduct a public awareness campaign to provide education on
safe storage of firearms and child access prevention.
Section 4: effective date.
 
JUSTIFICATION:
While New York has made important strides in passing gun-safety laws
related to the safe storage of firearms and child access prevention,
public awareness of the details of these laws remains comparatively low.
Ensuring that citizens have up-to-date information can create safer
communities and keep parents and parental guardians informed of gun-saf-
ety laws pertinent to their daily lives.
This legislation aims to improve public knowledge of New York State safe
storage and child access prevention laws. It requires licensing officers
to provide additional details to licensees about these laws, including
local and county safe storage laws. Additionally, the bill requires the
Division of Criminal Justice Services to conduct a public awareness
campaign about New York's safe storage laws, and provide educational
materials on their website.
