TITLE OF BILL:
An act to amend the vehicle and traffic law and the public officers law,
in relation to authorizing the city of Mt. Vernon to establish a school
speed zone demonstration program; and providing for the repeal of such
provisions upon expiration thereof
 
PURPOSE:
This act will amend the vehicle and traffic law and public officers law
to give the city of Mount Vernon the authorization to implement measures
to monitor and enforce speed limits within such zones to protect the
safety of students, residents, and motorists.
 
SUMMARY OF PROVISIONS:
Section 1. The Vehicle and traffic law is amended by adding a new
section 1180-g
SS 2. Subdivision 2 of section 87 of the public officers law is amended
by adding a new paragraph (u)
SS 3. The purchase or lease of equipment for a demonstration program
established pursuant to section 1180-g of the vehicle and traffic law,
as added by section one of this act, shall be subject to the provisions
of section 103 of the general municipal law
SS 4. Effective date
 
EXISTING LAW:
None.
 
JUSTIFICATION:
The City of Mount Vernon recognizes the importance of ensuring safety
within school speed zones and other high-risk areas of the city. There-
fore, the City would like to implement measures in order to monitor and
enforce speed limits within such zones to protect the safety of those
perilous areas. To improve enforcement and surveillance, the city
intends to make use of contemporary technologies.

EFFECTIVE DATE:
This act shall take effect on the thirtieth day after it shall have
become a law and shall expire December 1, 2029. Effective immediately,
the addition, amendment and/or repeal of any rule or regulation neces-
sary for the implementation of this act on its effective date are
authorized to be made and complete on or before such effective date.
