TITLE OF BILL:
An act to amend chapter 322 of the laws of 2014 relating to joint
bidding on contracts for public work projects, in relation to extending
the effectiveness thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to extend New York City's joint bidding
authorization.
 
SUMMARY OF PROVISIONS:
Section 1 of this bill would extend, for one year, New York City's
authorization to use joint bidding for utility interference work
involved in public work projects to:
define "utility interference work" as work deemed necessary or desirable
for the completion of a public work project that requires the mainte-
nance, support, protection or other accommodation of energy, telecommu-
nications or other private facilities or structures not publicly owned
which are located within, traversing or adjacent to the construction
area of such project, whether above, below or at ground level, including
the removal, relocation, alteration, replacement, reconstruction or
improvement of such facilities or structures;
require that contracts utilizing joint bidding be awarded to the lowest
responsible bidder, with a record of maintaining harmonious labor
relations, a commitment to working with minority- and women-owned busi-
nesses and a record of protecting the health and safety of workers on
construction projects. require recipients of contracts that exceed $1
million to have apprenticeship agreements appropriate for the type and
scope of work to be performed and registered and approved by the Depart-
ment of Labor.
 
JUSTIFICATION:
Joint Bidding makes it possible to complete coordinated public right of
way projects that also include other infrastructure upgrades. This would
be the first time since 2014 that the authorization has been extended.

This is new legislation.
 
FISCAL IMPLICATIONS:
None to the state.
 
EFFECTIVE DATE:
This act would take effect immediately.
