TITLE OF BILL:
An act to amend the Coordinated Construction Act for Lower Manhattan, in
relation to extending the effectiveness thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to extend, for one year, authorization for
the City of New York and both City and State Agencies to utilize joint
bidding for utility interference work involved in certain public
projects in lower Manhattan.
 
SUMMARY OF PROVISIONS:
This legislation would extend, until December 31, 2025, the Coordinated
Construction Act for Lower Manhattan that would allow all State and New
York City agencies to include within a contract for a lowef. Manhattan
redevelopment project any work to be done on non-publicly owned energy,
telecommunications or other privately owned facilities that are located
within or adjacent to the project construction area if the public agency
deems it necessary or desirable to include such work for the successful
completion of the project.
 
JUSTIFICATION: The Coordinated Construction Act for Lower Manhattan
was a response to the damage suffered by Lower Manhattan from the 2001
attack on the World Trade Center and aimed to assist in reconstruction
efforts. New York City has requested this authorization be continued.

EFFECTIVE DATE:
This act would take effect immediately.
