TITLE OF BILL:
An act to amend the alcoholic beverage control law, in relation to
temporary retail permits
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill will make opening a business that requires a liquor license,
such as a restaurant or a bar, easier by limiting the amount of times
the business owner is required to reapply for a temporary license.
 
SUMMARY OF PROVISIONS:
Section 1 - Amending Subdivision 4 of Section 97-a of the alcoholic
beverage control law to replace "ninety" days with "one hundred eighty"
days
Section 2 - Effective date
 
JUSTIFICATION:
The average waiting time for a business to receive a permanent liquor
license has been about six months. However, a temporary license is
issued for only a period of 90 days, meaning new business owners need to
reapply for a second temporary license during that time. This bill will
extend the length of the temporary permit to 180 days, which is in line
with the current average wait time to get a permanent liquor license.
This change will also save business owners the cost of the fee to reap-
ply, in addition to removing the uncertainty that comes with having to
apply for a temporary permit more than once for the same location.
