TITLE OF BILL:
An act to amend the state finance law, in relation to the discretionary
buying thresholds
 
SUMMARY OF SPECIFIC PROVISIONS:
Section one amends subdivision 6 of section 163 of the state finance law
to increase the discretionary bidding thresholds for contracts with
small businesses and MWBEs to $1 million.
Section two establishes an effective date.
 
JUSTIFICATION:
Current law has a myriad of different discretionary bidding thresholds,
depending on the status of the business being awarded. This bill, by
setting both the small business and MWBE thresholds to $1 million, will
create parity within the agency contracting space.

EFFECTIVE DATE:
This act shall take effect immediately; provided, however, that the
amendments to section 163 of the state finance law made by section one
of this act shall not affect the repeal of such section and shall be
deemed repealed therewith.
