TITLE OF BILL:
An act to amend the public authorities law, in relation to creating the
Albany county pine hills land authority
 
PURPOSE:
This legislation would create the Albany County Pine Hills Land Authori-
ty Act to facilitate the redevelopment and repurposing properties that
are owned by the College of Saint Rose in Albany County.
 
SUMMARY OF PROVISIONS:
This legislation would establish the Albany County Pine Hills Land
Authority. The Authority shall consist of seven members who shall be
residents of Albany County. Four members shall be appointed by the coun-
ty executive, two members shall be appointed by the chairperson of the
county legislature, and one member shall be appointed by the mayor of
the city of Albany. Each member shall serve a term of four years.
The Authority will have the power to plan, develop, acquire, construct,
own, and/or operate the College of Saint Rose facilities and to pay the
cost thereof and the power to contract in relation thereto with the
county. In order to provide financing to implement such powers, the
Authority will be authorized to issue bonds.
The Authority will have the power to Levy and collect such rentals,
rates, charges, fees, revenues or other income as it may deem necessary,
convenient or desirable for the use of any facility, project, or proper-
ty of the Authority.
 
JUSTIFICATION:
The College of Saint Rose has made the difficult decision to close its
operations. As a result, the college no longer has a need for the
significant number of buildings and property they currently own in the
Pine Hills neighborhood located in Albany County. In order to ensure a
healthy economy for such area and to promote the general welfare of its
residents, it is necessary to obtain the best value of the property. The
repurpose and redevelopment of such facilities would enhance the econom-
ic and social activities of the county. A public benefit authority would
be able to coordinate that effort.
