BILL NUMBER: S9433
SPONSOR: MATTERA

TITLE OF BILL:
An act to amend chapter 431 of the laws of 2018 relating to authorizing
the state commissioner of transportation to convey real property to the
town of Huntington, county of Suffolk, in relation to extending certain
provisions

PURPOSE:
Extends by one year the date in which the property referenced in chapter
431 of the laws of 2018, as amended by chapter 560 of the laws of 2023,
may be transferred to the town of Huntington by the state commissioner
of transportation.

SUMMARY OF PROVISIONS:
Section 1: amends Sections 4 and 5 of chapter 431 of the laws of 2018,
as amended by chapter 560 of the laws of 2023.
Section 2: sets the effective date.

JUSTIFICATION:
Chapter 431 of the Laws of 2018 authorized the conveyance, within 5
years, of 4.2 acres of real property from the State Department of Trans-
portation (DOT) to the Town of Huntington for use in a major economic
development project in the hamlet of Huntington Station.
The Huntington Station area is undergoing a transformative mixed-use
revitalization, under the auspices of a Public-Private Partnership
between the Town of Huntington and its Master Developer, Renaissance
Downtowns. This partnership has conducted significant public outreach
and economic research on the project. As DOT controls a portion of the
land needed to complete the project, the Department has been working
closely with Huntington officials to transfer the necessary parcels to
the Town. This legislation is the byproduct of those negotiations, which
are still ongoing. Chapter 560 of the Laws of 2023 previously extended
by one year the date in which the subject property may be transferred to
the town of Huntington by the state commissioner of transportation. This
bill extends that date by an additional year.
