BILL NUMBER: S9352
SPONSOR: CHU
TITLE OF BILL:
An act to amend the education law, in relation to library cards issued
to minors
PURPOSE:
The purpose of this legislation is to provide families living in New
York State with a mechanism to register their children for a library
card when enrolling their child in school.
SUMMARY OF PROVISIONS:
Section 1 directs that upon registration of a child in a New York school
district, parents shall check a space on the registration form authoriz-
ing the child to receive a library card through their local library.
Section 2 sets the effective date.
JUSTIFICATION:
Libraries are not just repositories of books; they're also vibrant
centers of discovery. For children, the library can be a place of
excitement and a hub of learning through books, digital materials, and
other educational services. Having access to a library card from a young
age opens the door for enhanced development of literacy and language
skills. community engagement, and exposure to diverse perspectives.
This legislation would allow parents, upon registration to a New York
State school district, to register their child for a local library card.
In doing so, this small mechanism will allow children to explore the
vast services and opportunities the library has to offer and allowing
children the space to expand their interests through the joys of read-
ing.
