TITLE OF BILL:
An act to amend the public authorities law, in relation to certain
contracts of the New York city school construction authority; and to
amend chapter 738 of the laws of 1988 amending the administrative code
of the city of New York and other laws relating to establishing the New
York city school construction authority, in relation to extending
certain provisions of such chapter relating to certain contracts of the
New York city school construction authority
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill extends until 2019 the exemption of New York City school
construction authority from Section 101 of the General Municipal Law.
 
SUMMARY OF SPECIFIC PROMIONS:
Section 1 amends Section 1735 of the public authorities law to extend
the exemption of the school construction authority (SCA) from Section
101 of the General Municipal Law to June 30, 2028. The SCA has been
exempt from Section 101 of the General Municipal Law since 1988. The
exemption is necessary for ongoing construction projects that the city's
school construction authority is undertaking to address overcrowding in
public schools. If the exemption lapses, the school
Section 2 amends Section 19 of Chapter 738 of the Laws of 1988 also to
extend the exemption until 2028.
Section 3 sets the effective date.
 
JUSTIFICATION:
construction authority will have to suspend its operations and project
labor agreements with the construction unions. This disruption will
delay the creation of new public school seats and leave New York City
school children In overcrowded public schools.
