TITLE OF BILL:
An act to authorize the village of Clayton to offer an optional twenty
year retirement plan to a certain police officer employed by such
village
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill would allow the Village of Clayton to offer police officer
Joshua David the option to participate in the special 384-d twenty-year
retirement plan.
 
SUMMARY OF PROVISIONS:
Section one of this legislation establishes the authority for the
Village of Clayton to offer police officer Joshua David the option to
participate in the special 384-d twenty-year retirement plan.
Section two establishes that the police officer may elect to be covered
by the provisions of 384-d
Section three provides that all past service costs associated with
implementing the provisions of this act are to be borne by the Village
of Clayton over a five-year period.
Section fourth sets the effective date.
 
JUSTIFICATION:
For reasons not ascribable to his own negligence, police officer Joshua
David failed to make a timely application to participate in the optional
twenty-year retirement plan. This legislation seeks to rectify that
error.
