TITLE OF BILL:
An act to amend the highway law, in relation to designating a portion of
the state highway system as the "Captain Christopher J. Garrow Memorial
Bridge"
 
PURPOSE:
to name a bridge in honor Captain Christopher J. Garrow of the State
Police, who died of cancer stemming from his service at the World Trade
Center site during the September 11th attacks. Summary of Provisions:
Section 1 amends the highway law adding a new section 344-p, designating
the Carpenter's Flats Bridge in Peru, NY as "Captain Christopher J.
Garrow Memorial Bridge."
Section 2 directs the Transportation Commissioner to create adequate
signage so designating the bridge, and specifies that the name change
will be ceremonial in nature.
Section 3 specifies the effective date.
Justification: Captain Christopher J. Garrow was a 23-year veteran of
the NY State Police, serving primarily in Clinton County, NY. When our
nation was attacked on September 11th, 2001, he was assigned to the
search and recovery efforts at the World Trade Center site, where he
willingly sacrificed his own safety and, ultimately, his life. On June
12th, 2023, Captain Garrow passed away from stage 4 cancer, which he
developed from exposure to hazardous materials at the World Trade Center
site. This legislation would honor his service to the people of our
state by renaming the Carpenter's Flats Bridge in Peru, NY in his honor.
