TITLE OF BILL:
An act to amend chapter 620 of the laws of 1938 incorporating the Volun-
teer and Exempt Firemen's Benevolent Association of Millwood, New York,
and providing for its powers and duties, and providing for the payment
to such corporation of a share of the foreign fire insurance premium
taxes, in relation to the purposes and duties of such association and
making certain technical amendments thereto
 
PURPOSE:
To incorporate Volunteer and Exempt Firemen's Benevolent Association of
Millwood, New York
 
SUMMARY OF PROVISIONS:
Section one the Volunteer and Exempt Firemen's Benevolent Association of
Millwood, New York, and providing for its powers and duties.
Section 2 provides that all persons who are now, or have been, or here-
after shall be active volunteer members of the Millwood Fire Department
in the county of Westchester, and who have acquired or shall hereafter
acquire the status of exempt volunteer fire-fighter as defined in
section 200 of the general municipal law by virtue of having rendered
service in the Millwood Fire Department, shall be eligible for member-
ship in the corporation created by this act.
Section 3 provides that the powers and duties of the association.
Section 4 provides that the control and disposal of the funds, property
and estate of the said association, the exercise of its powers, and the
management and control of its affairs shall be vested in and exercised
by a board of six trustees.
Section 5 governs the required meetings of the corporation.
Section 6 established termination of membership status under certain
conditions.
Section 7 governs the situation of a failure to elect officers in a
timely manner.
Section 8 Governs the funding source of the association.
Section 9 sets the effective date.
 
JUSTIFICATION:
New York's volunteer fire departments are struggling to recruit and
retain members at an alarming rate. Creating the Bedford Hills Fire
District benevolent association will help to allow the Millwood Fire
Department to maintain a capable and enthusiastic volunteer force which
has the capabilities to provide relief, aid and assistance to the volun-
teer members of such corporation and their families who are indigent,
disabled or injured in the performance of their duties.
