TITLE OF BILL:
An act to authorize the Hudson River-Black River Regulating District to
transfer certain state lands to the village of Northville, town of
Northampton, county of Fulton
 
PURPOSE:
This will allow the Hudson River-Black River Regulating District
(HRBRRD) to transfer some land to the village of Northville.
 
SUMMARY OF PROVISIONS:
Section 1: Authorizes the HRBRRD to transfer and convey certain lands to
the village of Northville for the maintenance and use of said land's
dam, roadway, and bridge.
Section 2: Lays out the metes and bounds of the land to be conveyed from
HRBRRD to the Village.
Section 3: Clarifies that Section 2 is not a legal description of said
lands and that the HRBRRD may submit a survey of lands to the Village of
Northville.
Section 4: States that going forward, these lands shall be maintained,
owned, and operated by the Village of Northville.
Section 5 sets the effective date.
 
JUSTIFICATION:
The Village of Northville is actively looking to improve its tourism
sector, specifically for the construction of the Hunter Creek Dam
Multi-Use Trail. It is seeking federal grants to make this trail a
possibility. However, the land they seek to use is currently owned by
the Hudson River-Black River Regulating District (HRBRRD). HRBRRD has
owned this land going back to a 1935 agreement. In order for the trail
project to continue forward, certain lands must be conveyed to the
Village of Northville. HRBRRD is fully supportive of the transfer, but
said transfer must be facilitated by the Legislature.
