TITLE OF BILL:
An act to amend chapter 329 of the laws of 2015 amending the vehicle and
traffic law relating to the residential parking system in the village of
Dobbs Ferry in the county of Westchester, in relation to making such
provisions permanent
 
PURPOSE:
The purpose of this bill is to remove the sunset date for the Village of
Dobbs Ferry's residential parking permit system, thereby making the
system permanent.
 
SUMMARY OF PROVISIONS:
Section 1 of the bill amends Section 3 of chapter 329 of the laws of
2015, removing the sunset date established in the 2020 Budget and
extending the residential parking system in the village of Dobbs Ferry
permanently.
Section 2 is the effective date.
 
JUSTIFICATION:
The Village of Dobbs Ferry encompasses approximately 3 miles, has over
11,000 residents, and contains an MTA-operated railroad within its boun-
daries. This station attracts a large number of commuters and travelers
from outside the village, resulting in significant traffic and
congestion. The residential neighborhood adjoining the station lacks
sufficient off-street parking. Dobbs Ferry's residential parking permit
system has successfully alleviated parking problems for the village's
residents living near the station. Making this residential parking
permit system permanent will continue reducing the traffic burden for
nearby residents and minimizing traffic hazards, congestion, air
pollution, and noise pollution.
