TITLE OF BILL:
An act to amend the general municipal law, in relation to civil penal-
ties and fines related to conditions or uses of land
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to allow localities to assess civil penal-
ties against properties for violations related to conditions or uses of
land.
 
SUMMARY OF PROVISIONS:
Section one establishes civil penalties and fines related to condi-
tions or uses of land, allowing municipalities to levy civil penalties
against the property where the violation is found.
Section two states the effective date.
 
JUSTIFICATION:
As some local governments continue to deal with illegal building code
violations, landowners have come up with new ways to avoid legal penal-
ties for their actions. This bill will allow localities to levy such
penalties against the appropriate actors and act as a deterrent to land-
owners who may otherwise allow dangerous land uses.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become a law.
