TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to implementing
a residential parking system in the village of Port Chester
 
PURPOSE OR GENERAL IDEA OF BILL:
To create a residential parking system in the Washington Park neighbor-
hood in the village of Port Chester
 
SUMMARY OF PROVISIONS:
Section 1 sets out the legislative findings and declares the necessity
of the act to authorize the village of Port Chester to adopt a residen-
tial parking permit system.
Section 2 amends the vehicle and traffic law by adding a new section
1640-s which describes the area in the village of Port Chester to be
included in the residential parking permit system. The section provides
that parking permits shall not be required on streets where the adjacent
properties are zoned for commercial/retail use.
Section 3 establishes the effective date.
 
JUSTIFICATION:
This bill authorizes the establishment of a residential parking program
in the Washington Park neighborhood in the village of Port Chester,
county of Westchester.
The village of Port Chester is the second most dense municipality in
Westchester county. There is a lack of parking for residents of the
Washington Park neighborhood in the village and residents have increas-
ingly found it difficult to park their automobiles overnight on the
streets in their own neighborhood, given the scarcity of available park-
ing spaces. Vehicles are parked across sidewalks, block driveways, and
create hazardous conditions on street corners. This has caused signif-
icant safety issues, refuse and sanitation problems, traffic hazards,
congestion, air and noise pollution, and other disturbances. A resident
parking permit program requiring a permit for overnight street parking
is a tool that would assist in addressing this important issue.
The A-print clarifies the boundaries of the area to be included in the
residential parking permit system.
