TITLE OF BILL:
An act to amend chapter 461 of the laws of 2017 relating to reciprocity
of debarments imposed under the federal Davis-Bacon Act, and relating to
a work group to study and make recommendations to the legislature
regarding the appropriate payment of supplements to construction work-
ers, in relation to extending the effectiveness thereof
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of the bill is to extend the effective date of Chapter 461
of the Laws of 2017.
SUMMARY OF PROVISIONS:
Section 1 amends Section 4 of Chapter 461 of the Laws of 2017 by extend-
ing the chapter for an additional three years.
Section 2 is the effective date.
JUSTIFICATION:
Chapter 461 of 2017 was enacted to ensure that those contractors and
subcontractors who are debarred on the federal level under the Davis-Ba-
con Act for wage payment violations, are unable to bid on state public
work contracts. Such chapter was set to sunset three years from the date
on which it became a law and was extended for an additional three years
in 2021. Seeing as continuation of this chapter is still necessary to
prevent contractors and subcontractors who are debarred due to wage
payment violations on the federal level from bidding on state public
work contracts, this bill extends the chapter for an additional three
years.

EFFECTIVE DATE:
This act shall take effect immediately.
