TITLE OF BILL:
An act to amend the public service law, in relation to making all costs
and expenses of the department of public service and public service
commission subject to appropriation by the legislature; and to repeal
certain provisions of section 18-a of the public service law, in
relation thereto
 
PURPOSE OR GENERAL IDEA OF BILL:
Eliminate the 18-a Utility Surcharge
 
SUMMARY OF PROVISIONS:
Eliminate the State Energy and Utility Service Conservation Assessment.
 
JUSTIFICATION:
NYS families and businesses are struggling with the high cost of living
and crushing taxes. New Yorkers pay some of the highest energy bills in
the nation. This legislation would eliminate the 18-a utility tax, that
was only ever meant to be a temporary tax when it was established in
2009; and it will help taxpayers lower their electric and heating bills.
