TITLE OF BILL:
An act to amend the civil service law, in relation to updating civil
service examinations
 
PURPOSE:
This legislation will require the New York state department of civil
service to review and, if necessary, update the questions on civil
service exams every five years beginning in 2025.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section one of the bill amends paragraph 6 of section 50 of the state
civil service law, to require the New York state department of civil
service to review and update civil service exams at least once every
five years beginning in 2025, and affirmatively states that the depart-
ment can update these exams at any time they see fit.
Section 2 establishes the effective date.
 
JUSTIFICATION:
Civil service exams can remain unchanged for a significant number of
years before they are updated with questions that are relevant to the
current scope of the jobs for which they are seeking candidates.
It makes sense to require the state department of civil service to
review these exams and update the questions as necessary at least twice
every decade, to adjust questions if necessary.

EFFECTIVE DATE:
This act shall take effect immediately.
