TITLE OF BILL:
An act to amend the public authorities law, in relation to authorizing
the New York state energy research and development authority to adminis-
ter a program to provide grants related to switching residences to elec-
tric heat pumps
 
PURPOSE:
Authorizes NYSERDA to establish and implement a Delivered Fuels Replace-
ment Program to provide grants, loans and other support for residential
homes to transition from delivered fuels heating to efficient electric
heat pumps.
 
SUMMARY OF PROVISIONS:
Section 1 creates a new subdivision 27 to section 1854 of the public
service law to authorize NYSERDA established and implement a Delivered
Fuels Replacement Program to provide grants, loans and other support to
transition delivered fuels from residential homes to efficient electric
heat pumps.
Section 2 states the effective Date
 
JUSTIFICATION:
Approximately 1.8 million New York households use delivered fuels,
including fuel oil and propane furnaces, and water heaters. New York
state residents consume more heating oil than any other state in the
country. Transitioning homes on delivered fuels to electrified ones will
yield significant economic, health, and environmental benefits.
98% of New York households on delivered fuels would save money by elec-
trifying space heating, with the average household saving $1,451 per
year, representing $3 billion in potential savings every year.
Electrifying delivered fuel space heating is the highest impact residen-
tial decarbonization action New York can take; doing so would eliminate
34-55% more carbon pollution than electrifying the same number of gas
furnaces.
This legislation will authorize NYSERDA to establish and implement a
program focused on providing grants, loans, and other support for resi-
dential homes to transition from delivered fuels to efficient electric
heat pumps.
