TITLE OF BILL:
An act to amend the civil service law, in relation to establishing time-
line standards for candidates to take competitive examinations
PURPOSE:
To permit individuals within twelve months of meeting the minimum age or
educational qualifications for a competitive class civil service role to
take the civil service examination for that position.
SUMMARY:
Section 1: Allows individuals within twelve months of meeting the mini-
mum age or education requirements for a competitive class civil service
position to take a civil service exam for such position.
Section 2: The effective date.
JUSTIFICATION:
In the past decade, the erosion of the public sector workforce in New
York State has reached crisis levels. While public sector employers look
to fill the gaps in employment, they are hamstringed by the lengthy
process to recruit, test, and onboard into a civil service position. The
current hiring process for civil service jobs, which starts with taking
an exam and ends with being hired, can take up to 6 months. To combat
this lengthy process, this bill allows individuals that are within 12
months of meeting the age or education requirements of a given civil
service job to take an exam for that position. Doing so allows prospec-
tive employees to get their foot in the door early, reducing the time
they need to wait between meeting the job requirements and beginning a
career in the public sector.

EFFECTIVE DATE:
This act shall take effect Immediately.
