TITLE OF BILL:
An act directing the New York state energy research and development
authority study the feasibility of creating, storing and transferring
hydrogen energy to residential and commercial structures
 
PURPOSE OR GENERAL IDEA OF BILL:
Directing the New York state energy research and development authority
study the feasibility of creating, storing, and transferring hydrogen
energy to residential and commercial structures.
 
SUMMARY OF PROVISIONS:
Section 1: For the purposes of this act, "municipality" shall mean any
city or town with a population greater than 20,000.
Section 2: The New York state energy research and development authority
is authorized and directed to study the feasibility of creating, stor-
ing, and transferring hydrogen energy to residential and commercial
structures in municipalities.
Section 3: study to start effective immediately.
 
JUSTIFICATION:
The study is to obtain viable data for the ability of municipalities to
power residential and commercial structures via hydrogen power. With
the recent approval and financial investment of building out hydrogen
energy facilities. It is crucial to make sure that municipalities can
maximize the effectiveness of hydrogen energy in supplementing phase in
their electrical grids.

With the constant rise in Utility cost, having comprehensive data to
assist in the cost of building, storing generated power and the trans-
ferring of hydrogen power to residential neighborhoods allow for the
current set level of invest in hydrogen energy to be moved further.
While also monitoring the effectiveness of each Hydrogen plant based on
the regions/municipality energy consumption and the ability to meet peak
demands.
The hydrogen study will also allow for the renewable energy source to be
a more efficient option while also giving each area the opportunity to
find the most functional and financially feasible form of implementation
to strategize the most efficient standards. The mapping/study/research
that would ideally lead to wider scale standards for efficient installa-
tion state wide.
