TITLE OF BILL:
An act to amend the environmental conservation law and a chapter of the
laws of 2023 amending the environmental conservation law relating to a
Long Island deer management pilot program, as proposed in legislative
bills numbers S. 4804-A and A. 5542-A, in relation to an urban deer
management pilot program
 
PURPOSE OR GENERAL IDEA OF BILL:
This is a chapter amendment that makes changes to provisions of chapter
704 of the laws of 2023 to refine the regulatory structure laid out in
that chapter.
 
SUMMARY OF PROVISIONS:
Section 1 makes technical changes, clarifies and augments the require-
ments for nuisance wildlife specialists, and refines permit require-
ments.
Sections 2, 3, and 4 make technical updates.
Section 5 simplifies the study required to be completed by the Depart-
ment of Environmental Conservation (DEC).
Section 6 sets the effective date.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter to
clarify and augment the requirements for nuisance wildlife specialists,
refine permit requirements, and simplify the study to be conducted by
DEC.
 
PRIOR LEGISLATIVE HISTORY:
This is a chapter amendment to Chapter 704 of the Laws of 2023. Both
S.4804A and A.5542A passed the Senate and Assembly, respectively, in
June 2023.
 
FISCAL IMPLICATIONS:
May reduce costs to the state as compared to the underlying chapter by
limiting matters DEC will be required to study.
 
EFFECTIVE DATE:
On the same date and in the same manner as the underlying chapter.
