TITLE OF BILL:
An act to amend the education law, in relation to enacting the "New York
city Caribbean steel pan educational music program act"
 
PURPOSE:
To enact the "New York City Caribbean Steel Pan Educational Music
Program" Act and allow students in NYC to learn how to play the Steel
Drum as well as provide a safe space for Steel bands to rehearse for
summer performances.
 
SUMMARY OF PROVISIONS: Section 1. Short Title
Section 2. Paragraph (c) of subdivision 1 of section 414 of the educa-
tion law, as amended by chapter 345 of the laws of 2009, is amended.
Section 3. Subdivision 27 of section 2590-h of the education law, as
amended by chapter 345 of the laws of 2009, is amended.
Section 4. Provides the effective date.
 
JUSTIFICATION:
This legislation allows for the use of school grounds for social, civic,
and recreational meetings and entertainment. By specifically mentioning
the inclusion of steel pan music organizations, it encourages community
engagement and recreational activities centered around cultural music,
fostering a sense of inclusivity and belonging among residents.
By permitting steel pan music organizations to use school grounds during
the summer months for practice sessions leading up to the Labor Day
Parade (West Indian Carnival), this legislation supports the organiza-
tion and preparation for significant cultural events in the community.
This demonstrates governmental support for the preservation and cele-
bration of cultural traditions. For decades, the challenge of securing a
suitable rehearsal space for steel bands has persisted. This bill aims
to address this issue by furnishing these bands with essential storage
facilities for their instruments and providing a secure environment for
their members to practice.
This legislation ensures equitable access to school facilities by allow-
ing steel pan music organizations to utilize them when not in use for
educational purposes. This promotes community involvement and maximizes
the utilization of public resources for the benefit of residents.

FISCAL IMPLICATIONS:
 
EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become a law; provided, however, that the amendments to section 2590-h
of the education law made by section three of this act shall not affect
the expiration of such section and shall be deemed repealed therewith.
Effective immediately, the addition, amendment and/or repeal of any rule
or regulation necessary for the implementation of this act on its effec-
tive date are authorized to be made and completed on or before such
date.
