TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to authorizing
the town of Hempstead, in the county of Nassau, to establish a speed
limit of less than thirty miles an hour for certain highways within the
community of East Atlantic Beach
 
PURPOSE:
The purpose of this bill is to enhance pedestrian and vehicular safety
East Atlantic Beach
 
SUMMARY OF PROVISIONS:
This bill amends the Vehicle and Traffic Law § 1662-a to permit the
establishment of 15 mph speed zones on certain streets and in East
Atlantic Beach.
 
JUSTIFICATION:
The area of East Atlantic Beach affected by the bill is .a residential
enclave near a beach park and in-between major thoroughfares. The major-
ity of the streets named in the bill provide beach access. This beach
access leads to many pedestrians and bicyclists, whose safety would be
enhanced by lower speed limits.
Also running through the community is Park Street, a small residential
road that eventually turns into W Park Avenue, a major thoroughfare in
the City of Long Beach. Due to this, many drivers do not realize they
have entered a small residential community, and drive in such a manner
that creates risk for the many pedestrians and families in the area.
This risk is heightened by the fact that to get from Park St. to W
Beech St. drivers must cut through one of the many small, residential,
one-way roads in the community.
Further, sharing a barrier island with East Atlantic Beach is the commu-
nity of Point Lookout. All of Point Lookout, already has a 15 m.p.h.
speed limit.
The proposed amendment would make uniform the speed limits for much of
the residential beachfront communities of the barrier island and offer
further protections for pedestrians located in this beach community.
