TITLE OF BILL:
An act to amend the environmental conservation law, in relation to
excluding deer management professionals retained by the incorporated
village of Lloyd Harbor
 
PURPOSE:
The legislation would exclude deer management professionals from the
rifle-hunting ban in the Village of Lloyd Harbor.
 
SUMMARY:
Section 1 amends paragraph a of subdivision 5 of section 11-0931 of the
environmental conservation law to exclude deer management professionals
from the rifle-hunting ban in the Village of Lloyd Harbor
Section 2 is the effective date.
 
JUSTIFICATION:
For several years the Village of Lloyd Harbor has successfully mitigated
issues of deer overpopulation through the engagement of Professional
Wildlife Managers. However, due to state law prohibiting the use of
rifles on Long Island, these much needed services are no longer avail-
able to the Village. The Village note that the ever-increasing deer
population is a matter of public health, safety and environmental degra-
dation. The Village reports that while this program operated in the
Village, they were able to enact a comprehensive and extremely efficient
deer management program.
