TITLE OF BILL:
An act to amend the election law, in relation to the use and disclosure
of synthetic media
 
PURPOSE:
An act to amend the election law and the legislative law, in relation to
the use and disclosure of synthetic media
 
SUMMARY OF PROVISIONS: Section 1: Short Title
Section 2: 14-106 of the election law is amended by adding a new subdi-
vision 2-a
Section 3: The legislative law is amended by adding a new section 54-b
Section 4: Effective date - This act shall take effect January 1, 2024
 
JUSTIFICATION:
the use of artificial intelligence (AI) technology in political and
election-related advertising is becoming increasingly prevalent; and
there has been an increase in election disinformation designed to
suppress voter turnout, misinform voters, undermine public trust in the
electoral process; and
AI technology can be used to create convincing, yet false images, video,
and audio that can be used to manipulate public opinion and influence
elections. Voters have a right to know when political and election-re-
lated advertising is using AI-created images, video, and audio; and
disclaimers on political and election-related advertising that uses AI
technology can help inform the public and prevent the spread of false
information.
