TITLE OF BILL:
An act to amend the correction law, in relation to limited credit time
allowances
PURPOSE:
The purpose of this bill is to permit certain incarcerated individuals
who successfully work in the horse handling program at their facility to
earn a limited credit time allowance.
SUMMARY OF PROVISIONS:
Section 1: adds subparagraph (xiii) to paragraph (c) of subdivision 1 of
section 803-b of the correction law to expand the definition for
"significant programmatic accomplishment" to include successfully work-
ing in the horse handling program for a period of no less than eighteen
months and receiving a certification from the Groom Elite program. § 2:
establishes the effective date.
JUSTIFICATION:
Correction Law Section 803-b specifies programs eligible for the Limited
Credit Time Allowance (LCTA) benefit. Eligible incarcerated individuals
may currently receive a six-month credit to earn early release upon
completion of one of twelve program accomplishments during their incar-
ceration. The horse handling program, currently offered at Walkill and
Wyoming Correctional Facilities, and planned for Washington Correctional
Facility, provides incarcerated individuals with valuable employment
skills for after their release and has also proven to be an important
therapeutic tool for many.
