TITLE OF BILL:
An act to amend the retirement and social security law, in relation to
enacting the "State Police Retention act"; and providing for the repeal
of such provisions upon expiration thereof
 
PURPOSE:
The purpose of this bill is to delineate terms under the Retirement and
Social Security law that provides for the retention and continued
employment of qualified and experienced New York State Police officers
in an effort to offset the retirement exodus from the force.
 
SUMMARY OF PROVISIONS:
Section 1 of this bill would establish the short title.
Section 2 of this bill would add a new section 381-c to the Retirement
and Social Security Law that establishes a deferred retirement option
plan payable to members and officers of the division of state police.
Section 3 of this bill provides that the effective date shall take
effect immediately and shall expire five years after it shall have
become a law when upon such date the provisions of this act shall be
deemed repealed; provided, however, that the expiration of this act
shall not prevent a member who has duly elected to participate in DROP
pursuant to the provisions of this act from completing the full period
of DROP selected.
 
JUSTIFICATION:
The division of state police has done exemplary work in providing
continuous public security as well as front line pandemic assistance
during the State's most trying times. The large mandates put upon the
State Police have resulted in a significant number of its sworn members
entering retirement early. This bill would offer an alternative for the
experienced and senior State Police members to defer retirement while
not losing their statutory benefits in order to continue their employ-
ment.

EFFECTIVE DATE:
This act shall take effect immediately and shall expire five years after
it shall have become a law when upon such date the provisions of this
act shall be deemed repealed; provided, however, that the expiration of
this act shall not prevent a member who has duly elected to participate
in DROP pursuant to the provisions of this act from completing the full
period of DROP selected.
