TITLE OF BILL:
An act to amend the education law, in relation to providing site mapping
for emergency response data relating to school safety plans
PURPOSE:
To require school safety plans to include more detailed mapping informa-
tion.
SUMMARY OF PROVISIONS:
Section one amends section 2801-a of the education law to require school
safety plans to include site mapping for emergency response data and
provide guidelines for the creation and sharing of such digitized maps
with law enforcement.
Section two amends section 2801-a of the education law by adding subdi-
vision 11 which defines site mapping for emergency response.
Section three amends section 3602 of the education law to make costs
associated with furnishing site mapping for emergency response data
eligible for building aid.
Section four sets forth the effective date.
JUSTIFICATION:
New York has taken steps to enhance school safety through community
outreach programs, social workers and school resource officers, improv-
ing the safety infrastructure of our school buildings, and by passing
common sense gun legislation to protect all of our communities from the
tragic violence we've seen across the country.
Under current law, schools are already required to establish safety
plans. This legislation will require those plans to provide real-time
digital blueprints of a building and its surrounding areas. By sharing
digitized maps of school grounds, this data will enable law enforcement
and first responders to act quickly and collaborate more efficiently in
an emergency, such as active shooter situations or fires.
Similar legislation has recently been enacted in New Jersey, Virginia,
Delaware, Michigan, and Wisconsin.

This is a new bill.
FISCAL IMPLICATIONS:
None.
EFFECTIVE DATE:
This act shall take effect six months after it is signed into law.
