TITLE OF BILL:
An act to amend the general business law, in relation to directing the
wireless service industry to report on current and future plans to
pursue renewable energy technology to power macrocells; and providing
for the repeal of such provisions upon the expiration thereof
 
PURPOSE:
This legislation amends the public service law by requiring cellular
telephone companies and third party providers to present plans in prepa-
ration to convert cell tower energy usage to renewable energy resources.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 amends the public service law through the addition of section
92-J
Subsection 92-J sets forth the provision that all cellular telephone
service providers shall provide full plans by December thirty-first, two
thousand twenty-four for the conversion of all respective cell towers to
renewable energy by two thousand thirty.
Section 2 sets forth the effective date.
 
JUSTIFICATION:
The Climate Leadership and Community Protection Act (CLCPA) sets goals
to reduce emissions to 40R-', below 1990 levels by 2030 and then to 85%.
below 1990 levels by 2050. To meet our targets it will take an "all
hands on deck approach", meaning that providers from different sectors
and many areas will be called upon to help us meet our climate goals. By
requiring that cellular providers and third party tower owners provide
plans for converting energy usage in cell towers to renewable energy
resources, we would be takino a preliminary and incremental step to
cleaning up all power within the state. Furthermore, by setting such
targets the cellular service industry is prompted to develop innovative
ways to convert its infrastructure to renewable energy.
