TITLE OF BILL:
An act to amend the civil service law, in relation to prohibiting a
person convicted of rebellion or insurrection against the authority of
the United States or the laws thereof from state and municipal employ-
ment
 
PURPOSE OR GENERAL IDEA OF BILL:
This bill would prohibit a person convicted of rebellion or insurrection
against the authority of the United States or the laws thereof from
state and municipal employment in New York State.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1. (d) shall stand convicted of violating section two thousand
three hundred eighty-six of title eighteen of the United States code.
Section 2: Effective date.
 
JUSTIFICATION:
American democracy was under attack on January 6, 2021 in the United
States Capitol by insurrectionists attempting to overturn the legal
election of Joseph Biden for the United States presidency through
violence, intimidation and by other means. There is legitimate concern
that this attempt to overthrow our democracy will occur again at the
federal, state and local levels. This bill would prohibit a person
convicted of rebellion or insurrection against the authority of the
United States or the laws thereof from state and municipal employment in
New York State.
