TITLE OF BILL:
An act to amend the public health law, in relation to establishing a
reproductive health services training and education grant program
 
SUMMARY OF PROVISIONS:
Section 1 amends the public health law by adding a new section 2599-bb
to establish a reproductive training and education grant program admin-
istered by the commissioner
Section 2 provides the effective date
 
JUSTIFICATION:
Since the Dobbs ruling, 70 percent of medical students find themselves
training in abortion restrictive states according to analysis published
by The Lancet. Concurrently, there is a shortage of licensed physicians
in New York City and state able to address complex cases, and a lack of
training for advanced practice clinicians. This legislation creates a
fund to support the training of medical residents and other practition-
ers in New York, an abortion protective state with leading reproductive
health and family planning residency programs. Grants would support the
travel and lodging costs of residents, the expansion of residency
programs to accommodate additional residents, and certain costs of
community-based training sites.
The Dobbs decision greatly jeopardized access to and the provision of
reproductive healthcare. This legislation reduces barriers for medical
Residents and practitioners who want to train and provide essential
medical care that has been wrongly politicized.
