TITLE OF BILL:
An act to amend the executive law, in relation to the maximum age at
which a homeless youth can continue to receive shelter services
PURPOSE OR GENERAL IDEA OF BILL:
Raises the maximum age that a homeless youth can stay at a homeless
shelter from 21 to 24.
SUMMARY OF PROVISIONS:
Section 1 amends the law to say that a homeless youth who entered a
transitional independent living program under the age of 24 can continue
to receive shelter services until they reach that age.
Section 2 states the effective date.
JUSTIFICATION:
Moving into an adult homeless shelter at age 21 can be detrimental to
the mental and physical health of young adults. Many groups and individ-
uals advocate for raising the age young adults can stay in youth facili-
ties, especially given the number of youth between the ages of 18 and 24
who are displaced from their homes. The New York City Council already
unanimously voted on similar legislation, and the State should follow
their lead and do the same.
