TITLE OF BILL:
An act to amend the social services law, in relation to the creation of
a self-sufficiency standard study
PURPOSE OF BILL:
The purpose of this bill is to measure the income adequacy in New York
State that defines the amount of income necessary to meet the basic
needs of families.
SUMMARY OF SPECIFIC PROVISIONS:
Section one amends the social services law by adding a new § 131-cc.
Section two of the bill would provide for an effective date of April 1
next succeeding the date on which it shall have become law.
JUSTIFICATION:
A state-sponsored Self-Sufficiency Standard Study would provide a
detailed tool to measure what it takes to make ends meet in New York
without any kind of public assistance. The Self-Sufficiency Standard is
based on the six basic needs of a working family: housing, child care,
food, health care, transportation, and miscellaneous items. The Self-
Sufficiency Standard is calculated with geographic specificity for each
county and range of family composition, the result is a comprehensive
and user-friendly tool to measure income adequacy.
