TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to notification
requirements for traffic-control signal photo violation-monitoring
devices and photo speed violation monitoring systems
 
PURPOSE:
This bill would require that street notifications be posted whenever a
photo violation-monitoring device is in use.
 
SUMMARY OF PROVISIONS:
Section one would amend the vehicle and traffic law by adding a new
section 1111-9 that requires any city or county authorized to install
and operate a traffic-control signal photo violation-monitoring devices
shall install street signs within a hundred feet that state the device
is in use.
Section two would amend the vehicle and traffic law by adding a new
section 1180-f that requires any city or county authorized to install
and operate a photo violation-monitoring devices shall install street
signs within a hundred feet that state the device is in use.
Section three, this act shall take effect immediately.
 
JUSTIFICATION:
If speed cameras were truly about improving safety and not as way to
raise revenue, then notifying drivers where speed cameras are located
would only serve to slow down drivers in those areas. According to data
from NYC DOT, "Speeding during school hours at typical fixed camera
locations drops more than 63 percent." If drivers knew the cameras were
there, the number of people speeding would decrease even further.
