TITLE OF BILL:
An act to amend the general municipal law, in relation to electronic
bell jar games
 
PURPOSE:
To authorize the use of electronic- bell jar vending machines by author-
ized charitable organizations.
 
SUMMARY OF PROVISIONS:
Section 1: Establishes legislative. findings and purpose.
Section 2: Authorizes and defines electronic bell jar vending machines
for the purpose of conducting bell jar games.
Section 3: Prohibits any electronic bell jar vending machine to be sold,
leased, distributed, installed, or operated until approved by the New
York State Gaming Commission.
Section 4: Prohibits any charitable organization from purchasing or
leasing any electronic bell jar vending machine from any manufacturer or
distributor that is not licensed by the New York. State Gaming Commis-
sion.
Section 3: Establishes the license fee for manufacturers of electronic
bell jar vending machines.
Section 6: Establishes the operational requirements for electronic bell
jar vending machines.
Section 7: Prohibits any manufacturer from selling any electronic bell
jar vending machine to any distributor that is net licensed by the Mew
York State Gaming Commission; and requires manufacturers to report to
the York State Gaming Commission any Electronic bell jar vending machine
sold or leased to a distributor.
Section 8: Prohibits any distributor from purchasing any electronic bell
jar vending machine from any manufacturer that is not licensed by the
New York State Gaming Commission; and requires distributors to maintain
records of all, electronic bell jar vending machines that it sells or
leases and to report such information to the Mew York State Gaming
Commission.
Section 9: Establishes additional requirements and compliance standards
for electronic bell jar vending machines. This section also limits the
number of electronic bell jar vending machines than an authorized organ-
ization may òoperate to no core than five machines. Additionally, this
section provides that an authorized organization must be lucre been
licensed to operate games of chance prior to the effective data of this
legislation and offered bell jar games in order to be authorized to
Operate electronic bell jar vending machines unless they are a specified
veterans organization. Finally, this section prohibits any òoperation of
electronic tell jars in the identified exclusivity zone
Section 10: Effective date.
 
JUSTIFICATION:
This bill seeks to provide a Pore entertaining form of a "bell jar"
vending machine that has been a. popular fundraising device for charita-
ble and fraternal organizations. The electronic form of this vending
machine will also inhibit the purchase of illegal bell jar tickets and
the manipulation of the outcome of bell jar games and provide state-of-
the-art accounting devices that will provide regulators with assurances
that bell jar games are conducted in accordance with law.

EFFECTIVE DATE:
This act shall take effect on the one hundred eightieth day after it
shall have become a law.
