TITLE OF BILL:
An act to amend the education law, in relation to requiring an education
campaign about the 9-8-8 suicide and crisis lifeline and the crisis text
line
 
PURPOSE:
Require institutions of higher education to establish an education
campaign to educate campus communities about the 9-8-8 suicide and
crisis lifeline and the crisis text line.
 
SUMMARY OF PROVISIONS:
Section 1: Provides title of the act.
Section 2: Requires institutions of higher education to establish an
education campaign to educate students, faculty, and staff about the
9-8-8 suicide and crisis lifeline and the crisis text line. The campaign
shall include resources describing when to utilize the 9-8-8 suicide and
crisis lifeline and the crisis text line, and contact information for
such services on student identification cards. Institutions that do not
issue student identification cards shall annually distribute such
contact information.
Section 3: Establishes effective date.
 
JUSTIFICATION:
Suicide is the second leading cause of death for college students in the
United States. The American College Health Association's National
College Health Assessment reported that 12.1 percent of students had
seriously considered suicide within the previous twelve months, in addi-
tion 7.8 percent that had intentionally injured themselves, and 1.9
percent that had attempted suicide in the same time period. Providing
students with information on available resources, including contact
information on identification cards, ensures that students are aware of
these resources and are able to access them quickly and easily.

EFFECTIVE DATE:
This act shall take effect July 1, 2025 and shall apply to student iden-
tification cards that are issued, modified, altered or amended on or
after such date.
