TITLE OF BILL:
An act to amend the environmental conservation law, in relation to the
carpet collection program; and to amend a chapter of the laws of 2022
amending the environmental conservation law relating to establishing a
carpet collection program, as proposed in legislative bills numbers S.
5027-C and A. 9279-A, in relation to the effectiveness thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
This is a chapter amendment that makes changes to provisions of chapter
795 of the laws of 2022 to make technical corrections and provide more
time for implementation.
 
SUMMARY OF PROVISIONS:
The bill makes minor technical changes to the definitions section and
other provisions throughout the legislation, delays effectiveness of the
program by two years, and reduces board meeting frequency from no less
than quarterly to no less than biannual.
 
JUSTIFICATION:
This legislation is a negotiated change to the underlying chapter to
make technical corrections and to accommodate DEC's request for addi-
tional time to implement the program.
 
PRIOR LEGISLATIVE HISTORY:
Chapter amendment to Chapter 795 of the Laws of 2022. S.5027C passed the
Senate in May 2022 and A9279A passed the Assembly in April 2022.
 
FISCAL IMPLICATIONS:
None to the state.
 
EFFECTIVE DATE:
This act shall take effect immediately, provided that sections one, two,
three, four, five, six, seven and eight shall take effect on the same
date and in the same manner as a chapter 795 of the laws of 2022.
