TITLE OF BILL:
An act to amend the penal law, in relation to revoking a license to
carry, possess, repair and dispose of firearms for a conviction for
failure to safely store rifles, shotguns, and firearms
PURPOSE:
To ensure that persons engaging in unsafe storage of firearms cannot
possess firearms.
SUMMARY OF PROVISIONS:
Section 1 amends paragraph (a) of subdivision 11 of section 400.00 of
the 2 penal law to add convictions of a licensee under section 265.45 or
265.50 of the penal law to the list of convictions constituting a revo-
cation of a firearm license.
Section 2 is the effective date.
JUSTIFICATION:
In 2019, the New York State Legislature passed the Safe Storage Act,
which was intended to reduce theft and use of firearms in crime. The
Safe Storage Act was a strong step in the right direction, and this bill
seeks to modify the penalty under the Safe Storage Act such that persons
who are convicted of failing to safely store rifles, shotguns, and
firearms will have their firearm license revoked. This will ensure that
no firearms are left unsecured where they may be accessed by children or
stolen by persons who do not have a license.

EFFECTIVE DATE:
This act shall take effect on the sixtieth day after it shall have
become a law.
