TITLE OF BILL:
An act to amend the executive law, in relation to providing priority
status to victims of human trafficking for the receipt of certain
assistance
PURPOSE:
To require the office Of Victim Services to prioritize applications from
human trafficking victims to remove permanent marks that we part of
their captivity, such as tattoos, markings, brandings, or other symbols
or insignia.
SUMMARY OF PROVISIONS:
This legislation amends the Executive Law to require the office Of
Victim Services to prioritize applications from human trafficking
victims to remove permanent, marks that we part of their captivity, such
as tattoos, markings, brandings, or other symbols or insignia.
JUSTIFICATION:
Human trafficking is a global phenomenon that generates $150 billion in
annual profits for the vile and wicked. In 2021, an estimated 25 million
people were trafficked-75 percent of those victims being women and chil-
dren. Sadly, traffickers leave permanent scars upon victims and survi-
vors, in the form of tattoos, markings, brandings, or other symbols or
insignia. Removal of these literal scars of captivity should be removed
as expeditiously as possible.
